State of Emergency: Inside the Lost Angeles Police Department investigates police brutality in Los Angeles both before and after the beating of Rodney King. Through interviews with L.A.P.D. officers and supervisors, the tape reveals what life is like behind the thin blue line. State of Emergency, while specifically addressing police issues in Los Angeles, can also be viewed as reflective on the conditions of many police departments in urban areas throughout the United States.
